U.S. federal authorities arrested 11 cruise ship crew members in Boston this week on charges related to child sexual abuse material, marking the latest phase of a nationwide enforcement operation targeting exploitation crimes. The arrests occurred aboard Norwegian Breakaway and Holland America Line's Volendam, which were boarded by officers from U.S. Customs and Border Protection, Homeland Security Investigations, and the Human Trafficking Unit.
The individuals arrested included nine Philippine nationals, one Indonesian citizen, and one from Nicaragua. Federal agents conducted searches of crew cabins and electronic devices before referring all 11 individuals for removal proceedings under immigration law provisions addressing crimes involving moral turpitude. The cruise lines assisted authorities throughout the process, and those arrested are scheduled to be removed from the United States.
These arrests are part of "Operation Tidal Wave," a multi-agency initiative launched by the CBP Office of Field Operations. The operation has now resulted in 53 cruise ship workers arrested across 11 vessels in 2026. An earlier phase in San Diego during April produced 27 arrests from six ships, while a second phase in San Juan during June and July led to 15 arrests from three additional vessels. The operation involves coordination between CBP, Homeland Security Investigations, the National Center for Missing and Exploited Children, and the U.S. Attorney's Office.
HSI Acting Special Agent in Charge Jeffrey Grimming stated that the agency stands with CBP to enforce zero tolerance for anyone possessing or transporting child sexual abuse material. Officials emphasized that protecting children from exploitation remains among the highest enforcement priorities for federal agencies at U.S. ports.
For cruise passengers, these arrests underscore the security measures in place at ports and onboard vessels. While crew member crimes remain rare given the scale of cruise operations, the coordinated enforcement actions demonstrate that authorities actively monitor cruise ships and pursue cases involving serious criminal conduct.
