The arrests were conducted during "Operation Tidal Wave," a multiagency initiative coordinated by CBP, Homeland Security Investigations, and the Internet Crimes Against Children Task Force. Federal agents searched crew quarters and electronic devices aboard both vessels before processing the individuals. The operation focused specifically on crew members suspected of possessing, distributing, or producing child sexual abuse material. No names, positions, or ship-by-ship breakdown of arrests were disclosed by authorities.
The Volendam, carrying 1,837 passengers, had arrived in Boston on August 15 after departing Montreal on August 8 for an 8-day itinerary that included stops in Canada and Portland, Maine. The Norwegian Breakaway, a 3,903-passenger ship, docked in Boston on August 16 following an 8-day roundtrip voyage to Halifax and Bermuda. The ship is homeported in Boston through early November 2026. Neither vessel experienced operational delays, and cruise operations continued without disruption following the arrests.
This represents the third phase of Operation Tidal Wave in 2026. Earlier phases resulted in arrests of more than 40 crew members from nine different ships, with 27 arrested in San Diego in April alone. The multiagency effort has made child protection a clear enforcement priority at cruise ports nationwide.
For cruise passengers, these arrests underscore the federal commitment to crew vetting and onboard safety. While such incidents remain rare given the millions who cruise annually, the coordinated law enforcement action demonstrates that authorities actively monitor vessels and take swift action against crew members involved in crimes against children.
